Loved it.. I used to stop by at Kashi in my early visits to India and witnessed some of these.

The metre is Bhujaṅga-prayāta, and
the composer is Śrī Śaṅkarācārya.

I have a related question (addressed to all...)
Are there any well known (and possibly documented) associations between various vRRitta-s and classical rAga(s) that befiting those vRRitta-s?

We come across many of stotra-s  each in a variety of chandas/vRRitta-s but are mostly recited in a monotonic and  drab way. It would be good if there are well known chandas/vRRitta --> rAga associations which can be followed in the absence of anything better. May be who well versed in gamakakalA could weigh in...

From top of my head.. some of the stotra-s, that I know and hear often are in vRRitta-s like:
- shloka / anuShTup
- indravajra / upendravajra
- vasantatilakA
- shikhariNI
- bhujangapratyaya
- mAlinI
- mandAkrAnta
- shArdUlavikrIDita
- sragdharA
- ashvadhATI

Guru-laghu pattern in different vrittas / Sanskrit meters may determine a certain taala / rhythm or (at least apparent) no taala / no rhythm.  

It is the idea and emotion in the verse,  not the  meter that demands a raaga. 

Bhujangaprayaata, the meter in the present case, is one of the rhythmic Sanskrit meters. 

The Raaga Sindhubhairavi used has been well employed by her to bring out the Bhakti in the stotra. 

Though there can be and in fact, there are, correlations between emotions and raagas listed in ancient and contemporary works, creative music composers can always go beyond such listed correlations.

Prof. Paturi has more or less answered the question(s) raised by Prabhu-ji.

Broadly speaking, certain vr̥tta-s predispose themselves to certain tāla-s more naturally.
On the other hand, certain metres are more suitable for certain bhāva-s too.
Metres thus can serve as a bridge sometimes between bhāva and tāla:
Pañcacāmara, for example, suits best for the tāṇḍava-varṇana.

And further, it is through certain rāga-s that certain bhāva-s
articulate themselves more naturally.

The dozen metres Prabhu-ji has listed are indeed some of the most popular vr̥tta-s,
especially in our stotra-literature.
