Can someone explain how does हलन्त्यम् brings a स् and इट् here? The blue underline.

The aphorism यमरमनमातां सक् च (7.2.73) prescribes the introduction of the augments सक् (स्) and इट् (इ) to an aṅga constituted by yam, ram, ṇam and to a root ending in ā ( here या प्रापणे ends in ā) when सिच् is followed by a parasmaipada suffix (तस् > ताम् in the present context). This aphorism solves the problem presented by you. The aphorism हलन्त्यम् is not relevant to the problem raised by you..
