Anomaly in the orthography of kannada consonant ಖ kha

Dear Sir

Most of the aspirated consonants have vertical stroke (in Telugu it is called  జడ (jaḍa) or ఒత్తు (ottu) or వొత్తు (vottu)). But in case of the aspirated consonant ಖ kha, it is missing in Kannada. Why is it so?

Tha is also missing the vertical stroke in both. It is common in both.
