There is only a general belief that it is by Shankaracharya. But it is not taught/studied in the sampradaya. The Advaita Ashrama (Ramakrishna Mission) has an English translation, by Swami Gambhirananda who has translated the other Bhashyas of Shankaracharya, based on this Shwetashwatara bhashya.

This paper is not very conclusive. it analyses the terms: maya, avidya and other words and tries to evaluate if Shankaracharya has used these with the same meaning as in the other upanishad bhashyas. further it tries to determine the time of svetasvetara upanishad itself. However, it does not seem to give us a firm conviction that "positively it is a work of Shankaracharya".
 
Most people do not question his authorship of brihadaranyaka bhashya and so on. That is not the case with Brihadaranyaka Bhashya.
