Same book is under https://archive.org/details/in.ernet.dli.2015.461403

As per the list at the beginning of this PDF, Volume 18 (Matsya Purana) was published in two parts. Both the PDFs correspond to the first part. Looking for the second part.

Sorry for the typo. I meant Part 1 of Matsya Purana. You already got part 2.
