roots without class

Dear Sir,

When I refer dictionary, I come across roots , not having the class mentioned to which they belong. For instance the root ऋत्.

If I do not know the class (gana), then
1. How can I form stem?
2. How are the various tenses and moods formed?

Here is root from MW dictionary.

Certain roots are not in Ganas and these are found in Sutras only. They can be taken to belong to 1st class as Momier Williams given. These are not generally used. The particular root is used in Ashtadhyayi  ऋतेरियङ् (३।१।२९556)) , MW has noted as सौत्र root.

These are सौत्र roots which are mentioned in/ known from the Panini sutras and since they do not belong to a particular गण, they cannot be declined like a regular root. They are used only to derive other words.
