A new pariṣad within BVPariṣad - the need of the hour?

Against the background of the Harish Salve indictment of the Indian judiciary -
where judges brazenly invoke inviolable immunity from investigation, and
where the system can degenerate into a coterie that can autonepotize perpetually, and
where all others are accountable but not the very ones who can call everyone into account, and
where the most transparent thing is its opacity -
I have a question:
What kind of checks and balances would a Kauṭalya or Yājñavalkya envisage
so that the corrosion from within and the ensuant erosion of values be brought to a halt 
or at least contained within sensible limits?

Anyone in BVP who has a knowledge of jurisprudence, especially Indian?

Or, even if there by any slim chance be one,
not prone to stir at all, seldom daring to open his/her mouth?

Is a sedate and docile complacency the best mark of genteel civility and sāttvikatā?;
no antidote whence against tamas masquerading as sattva  - in the Indian schemata?

What all boils down to the singular question:
Is a new kaccit-sarga the need of the hour?

(Note: 
The kaccit -series of introspective interrogations appear 
both in the Rāmāyaṇa and the Mahābhārata
(which should underscore its primacy and paramountcy, and eternal relevance).

Time to summon, then, new modes and moulds of 
aṣṭāvarā pariṣad and daśāvarā pariṣad!

Dear Dr. Munagala Subrahmanyam,

Thank you for the kind response and the numerous links.

What I was agonizing about was just that not many respond, even when they can, 
to knotty situations where our ancient sources can illuminate and show us what is more wise/welcome.
Nothing was intended to offend anybody.

Crucial issues used to be decided in pariṣad-s - aṣṭāvarā and daśāvarā as they used to be called -
or with even a singular man of wisdom: eko vā'dhyātmavittamaḥ.

Some attempts should indeed be made :
abruvan vibruvan vā'pi 
naro bhavati kilbiṣī.

sarvassarvam na jānāti 
- and so those who are knowledgeable should act.
