पाणिनी - Why वा and विभाषा both are used

Hi!
:I am studying Paninii and has this question.
Why विभाषा is used in some places and at some other places वा is used. 
Both should not have same meaning "optionally."
Please enlighten me.

परिभाषा (125 - परिभाषेन्दुशेखरः) -- पर्यायशब्दानां लाघवगौरवचर्चा नाद्रियते ।

प्रातिपदिकम् - नाम । 
नक्षत्रम् - भम् ।
नपुंसकम् - क्लीबम् ।
वा - विभाषा - अन्यतरस्याम् ।

The original poster may kindly consult the sutra न वेति विभाषा। १.१.४४॥ and commentaries on that. I am reproducing below the explanation given by S C Vasu (taken from ashtadhyayi.com) for ready reference

May or may not' is called विभाषा or option.
This sutra defines the word विभाषा. We had already had occasion to use this word in sutras १.१.२८ and १.१.३२. Where there is a prohibition as well as an alternative course left open, it is called option or vibhasha. The commentators mention three kinds of vibhasha:- prapta-vibhasha., aprapta-vibhasha and praptaprapta-vibhasha. The first occurs where there is a general rule already given, and then follows the optional rule; the second belongs to that class where there is no such general rule, but there is an optional rule, the third is intermediate between the two.

Thus the root श्वि, 'to swell,' by virtue of the rule विभाषा श्वे ५.१.३०, forms its perfect tense, either by samprasarana, or in the ordinary way. Thus the third person singular is either शुशाव or शिश्वाय.

Kasika (on the same sutra) contrasts with related terms:

नेति प्रतिषेधो वेति विकल्पः, तयोः प्रतिषेधविकल्पयोर्विभाषेति संज्ञा भवति।
