No. Other way around. It’s a manual *for* Hinduphobes. It’s telling that there is no equivalent manual for counteracting anything else including right wing Nazis attacking academic freedom. It’s probably a result of the pushback against Truschke. I was on the indology list a long time back when it was open, and finally came to the conclusion that with some rare exceptions South Asian Studies in the US is filled with thin skinned bullies and this just proves it.
