I am confused whether they are imperative mood लोट् of आत्मने प्रथमपुरुष।  Then does it translate as   "Let he be served and worshiped." And how चतुर्थी विभक्ति (पूज्याय राघवेन्द्राय) fits into the scheme.  I shall be grateful if scholars could explain this sloka in detail.

Here it fits in this scheme:

Just go to the end of the स्तोत्र which has the two verses with a single नमः to join both with which all the dative endings are related.

पूज्याय राघवेन्द्राय सत्यधर्मरताय च ।
भजतां कल्पवृक्षाय नमतां कामधेनवे ॥ ३३ ॥

दुर्वादिध्वान्तरवये वैष्णवेन्दीवरेन्दवे ।
श्रीराघवेन्द्रगुरवे नमोऽत्यन्तदयालवे ॥ ३४ ॥

भजताम् and नमताम् are not क्रियापद as you have misunderstood, but they are only षष्ठी बहुवचन of the present participle भजत् and नमत् derived from both the verbs. The meaning is very fine,
I bow to the Guru Raghavendra, who is venerable, सत्यधर्मरत, कल्पवृक्ष for those pray him, and कामधेनु for those who bow to him, and the sun for the darkness of contradicting rival debaters (दुर्वादिध्वान्तरवि) and the moon इन्दु for the lilies of वैष्णव-s, and who is most benevolent (दयालु).

Hope this fits in the verse quoted from the राघवेन्द्रस्तोत्र composed by अप्पणाचार्य. The first verse by itself is incomplete without the second and hence called युग्म verses with a single verb to be related with both.

Bhajat and Namat are two Subanta Forms from भज -आसेवायां, णम  - प्रह्वीभावे। शतृ प्रत्ययः।
भज ्, (श)अत् (ऋ) - भजत्+ आम् = भजताम्
एवमेव नमताम्। (भजत्, नमत् शब्दौ तकारान्त पुंलिङ्गौ षष्ठी बहुवचनान्तौ)।
