Location: Zavolzhye Industrial Park, Russia.

Overview: An integrated, full-cycle plant—from continuous basalt fiber (CBF) production to composite components for electric vehicles, aerospace, and wind energy.

Key metrics:

∙ Investment: RUB 70 billion (€786 million)

∙ Capacity: 50,000 t of CBF/year

∙ Revenue (Year 10): €915 million

∙ NPV: €85 million, IRR: 17.8%.

∙ Payback period: 8.2 years.

∙ Jobs: 1,100 direct + 400–500 indirect.

Advantages:

∙ Basalt is 40–60% cheaper than carbon fiber.

∙ Vertical integration (3 processing levels; margin up to 68%).

∙ Import substitution: €500 million/year.

∙ Export potential: 40–60% of output.

∙ Ulyanovsk Region investment project register (No. 47).

∙ Letters of support: Ministry of Transport of the Russian Federation, Ministry of

Industry and Trade of the Russian Federation, Executive Office of the Government

of the Russian Federation.

∙ Preferential loans from the Industrial Development Fund (FRP): 1–5% per annum.
