Carry weight up the stairs

All,

In my recent India trip i visited Palitana and Girnarji. While going up the mountains we saw people carrying heavy items (including other people/doli) up the stairs. We felt very bad seeing the plight of these people  doing so much physical labour (damaging their body leading to long term ailments). We thought we should research devices which can alleviate the physical labour required to carry weight up the stairs.

After some google searching i found this design which can be relatively inexpensive and help reduce the effort dramatically.

A wheel barrow can be built with such wheels as shown in the video on this page. At any time either the small wheels OR the large spoked wheel should rotate to achieve a smooth climb. A mechanism is required to lock small wheels and free the large wheel and vice versa. This can be a great mechnical engineering design project to build upon this design. OR to get this design improvised by listing a project on elance.com
