In addition to the info here, I believe that you can go straight to Urban Farmer in Richmond, which is partnering with the City of Oakland to distribute the tanks. You have to show a license with your Oakland address. At least that's how I got mine.
While you may not be thinking of rain now, it's better to get set up before it starts raining.
Please pass this info around to friends, neighbors and local businesses and schools. It's a great program and we need to start managing water locally, reducing potable water use in landscaping, reducing stormwater by capturing and using rainwater, ands making sure our community and school gardens are using sustainable water management strategies.
