FreeBSD 0.33 CI build failure (rsync locale_charset?)

While I haven't delved yet, after getting past some of the test-get
noise, I noticed this:

ld-elf.so.1: /usr/local/bin/rsync: Undefined symbol "locale_charset"

I wondered if you might already know anything about that. (I've seen
some evidence on the net that it might be a broken rsync or iconv.)

At least locally, it appears to work fine with the
freebsd/FreeBSD-13.1-RELEASE vagrant image (the current stable release,
I think), so maybe I'll just move .cirrus.yml to that, and hope the
cirrus image is similar enough.

This "locale_charset" problem is what happened on a FreeBSD machine where I have an account, since it was upgraded to 13.1 about 6 or 7 weeks ago.  I found the rsync source rather quickly, but I haven't had much success in finding all the things that it says are missing.The admins of the machine aren't around much, due to the usual Covid mess, and haven't gotten around to dealing with it.  So is there a compiled and workable binary lying about on some machine where I could download it?  Googling it doesn't seem to turn up much info (though it did lead me here, after following a few linkt ...
