Throughout2022 and 2023, NACTO will release the next chapters of bike design guidance in the form of working papers that cover critical gaps in vetted guidance for cities, including best practices for data collection, network design, equitable network design, and scaling success to better meet the challenges of our time. These working papers will inform the upcoming third edition of the UBDG.

The purpose of the NACTO Urban Bikeway Design Guide (part of the Cities for Cycling initiative) is to provide cities with state-of-the-practice solutions that can help create complete streets that are safe and enjoyable for bicyclists.


The NACTO Urban Bikeway Design Guide is based on the experience of the best cycling cities in the world. The designs in this document were developed by cities for cities, since unique urban streets require innovative solutions. Most of these treatments are not directly referenced in the current version of the AASHTO Guide to Bikeway Facilities, although they are virtually all (with two exceptions) permitted under the Manual on Uniform Traffic Control Devices (MUTCD). The Federal Highway Administration has posted information regarding MUTCD approval status of all of the bicycle related treatments in this guide and in August 2013 issued a memorandum officially supporting use of the document. All of the NACTO Urban Bikeway Design Guide treatments are in use internationally and in many cities around the US.


To create the Guide, the authors have conducted an extensive worldwide literature search from design guidelines and real-life experience. They have worked closely with a panel of urban bikeway planning professionals from NACTO member cities, as well as traffic engineers, planners, and academics with deep experience in urban bikeway applications.


It is important to note that many urban situations are complex; treatments must be tailored to the individual situation. Good engineering judgment based on deep knowledge of bicycle transportation should be a part of bikeway design. Decisions should be thoroughly documented. To assist with this, the NACTO Urban Bikeway Design Guide links to companion reference material and studies.

The City's Standard Specifications for Public Works Construction (The "WHITEBOOK") is one of several manuals referenced below. The "WHITEBOOK" addresses the unique conditions in the City of San Diego that are not addressed in the "GREENBOOK." While it is used primarily for Capital Improvements Program construction projects, any proposing new public facilities -- including but not limited to streets, sidewalks, curbs and gutters, pedestrian ramps and storm drains, or improving existing public facilities -- is required to adhere to these construction specifications.


These templates and format/instructions do not replace the Project Submittal Requirements contained in the City's Land Development Manual. Use the standard plan sheet templates below for submitting plans for the project type listed, including the standard language needed for the submitted construction documents.


Correct use of these templates can reduce the number of plan corrections returned by the Development Services Department. Altering the cover sheets -- other than adding information where specified -- may result in required revisions before the plans can be approved.


Right of Way Permit-Construction Plan (DS-3179): Construction Plan-sheets 1 & X of Y include text fields that are required to be completed. Use these construction plans if associated with permit applications to construct minor standard improvements within the public Right-of-Way or to construct minor standard improvements within easements previously dedicated to the public.


The DWG and DXF Construction Plan CAD files have been provided with the associated software as a convenience to customers. These templates MAY NOT BE MODIFIED FROM THE ORIGINAL LAYOUT AND CONTENT.


Specific instructions for the preparation of Grading and Improvement Plans are provided within the links labeled "Grading Sheet Format" and "Improvement Sheet Format", respectively (double-click on the "?" within the blue circles for information). It is highly recommended that these resources be examined in their entirety as they will eliminate the need for reviewers to comment on many non-engineering elements during plan review, which results in unnecessary delays in approval.


Some improvements may not require D-Sheet plans prepared by a registered professional and can be made on a Construction Plan (see above). Construction plans are only permitted for specific minor standard public improvements. See Information Bulletin 165 for more information.


NOTE: Grading and Improvement Plan Format Sheets and Templates have been prepared as part of a continuing effort to enhance the timely completion of the review and permit process for grading and public improvements. The intent is to guide an applicant or their representative through plan preparation for grading and public improvement drawings so that review costs are limited to the resolution of engineering-related issues.


A construction cost estimate is required for Grading and/or Right-of-Way Permits. Bonding and permitting fees are required according to the City of San Diego Municipal Code Chapter 12, Article 9, Division 01, Section 9 (129.0119) and are based upon earthwork and improvement totals and the most current Unit Price List.


Estimates prepared with D-Sheet grading and/or improvement plans must be prepared by a Civil Engineer (or Landscape Architect for landscape-only D-Sheet plans) with current registration in the State of California. A registered professional does not require an estimate prepared in conjunction with a construction plan (Form DS3179/3179B/3179C) unless a registered professional prepared the construction plan.


Please use the following plan template cover sheets when submitting for the following types of building permits. Using City-Standard templates can speed up the review process by providing all of the required, necessary information at the first submittal.


Use the following plan template when submitting for Wireless Communication Facilities that require building permit approvals, including the Spectrum Act. Using City-Standard templates is required to speed up the review and approval process.


Use the following plan template when applying for Small Cell Wireless Communication Facilities (SC-WCF) to be mounted on various pole standards in the City public right of way. The Master Plan streamlines all SC-WCF reviews by consolidating various light and signalized pole designs associated with carriers/providers with the applicable Master Plans for each Master Use and Occupancy Agreement.


On November 17, 2009 the City Council adopted Resolution Number 37916: "A Resolution relating to the City's street design; endorsing the creation and ongoing development of Tacoma's Complete Streets Design Guidelines; and directing the City Manager to implement the Mixed-use Centers Complete Streets Design Guidelines and the Residential Complete Streets Design Guidelines."


Over the course of the past months, the City has received numerous public comments on the draft Mixed-use Center and Residential Guidelines. The project team assembled a list of recommended changes to reflect that input.






City staff presented the recommended changes to the City Council Environment and Public Works Committee on October 14, 2009. The Committee directed staff to implement the recommended changes and adopted a Do Pass recommendation to the full City Council.






The objective of this project is to develop street design guidelines to implement Tacoma's goal that every street built will be complete in terms of safely and comfortably accommodating all users and fostering a sense of place in the public realm. The scope includes development of a draft complete streets vision, draft streetscape design guidelines, and an analysis of existing conditions, feasibility and implementation issues. The Planning Division and Public Works Department are partnering on this project, with the collaboration of a broad range of City departments, public agencies and citizens.



This project is intended to provide the City Council with well-developed, staff recommended street design guidelines for a complete streets approach tailored to Tacoma, along with ample analysis to understand the issues, costs and trade-offs (if any) of adopting those guidelines. Should the City Council so direct, adoption of these guidelines would lead into a second phase potentially including code review, development of engineering standards implementing the guidelines, and other implementation steps.






The Design Standards and Guidelines (DSG) include engineering requirements, details, specifications, policies, and procedures. The DSG help Seattle Public Utilities (SPU) Design Engineers, Project Managers, and Consultants perform engineering work for SPU.


The Guidelines themselves are subject to constant updates, and the user of these Guidelines should verify with SPU whether any guideline or portion thereof has been updated. To the extent that any third-party usage is based on a need to obtain approval by SPU for facilities or construction, the mere incorporation of the Guidelines into third-party plans or designs does not guarantee that the plans or designs will be approved by SPU. Nothing in these Guidelines is intended to relieve any consultant of its own professional duties and obligations of compliance with applicable laws, standards, industry practices and/or professional obligations. The City of Seattle bears no liability nor responsibility for any third-party use of these Guidelines and any user of the Guidelines assumes all liability arising from such use.
