bump triggered but can't match after one client idle for 10 minutes

Hi, we are having this problem for a while and digged really deep.

Two android devices, first bump connected and bumped fine. Quit one application and leave the other one on for 10 minutes, then bump.

we noticed "Bump triggered" but it never goes to (BumpAPIIntents.MATCHED) state.

What could be the reason? We are sure the internet and location services are available.

Please help us address and solve this problem ASAP. Your help will be greatly appreciated. Without solving this problem, we might have to abandon bump completely, which means months of hardwork all get wasted.
