A couple of days ago I was involved in a three car pile up. I was the car at the back. It started by the car at the front breaking suddenly and the car in the middle hitting it. I then hit the car in the middle. All drivers submitted their police report on the Dubai Police app. I put down that I was not responsible. I just got the report and I am listed as the liable party for the other two drivers. How is this possible when I was the driver and the back and caught up in it? Is there anything that I can do?

I come back to my car dejected, and call my insurance to explain what happened, and also arrange recovery. Insurance arranges the same, but also tells me to get the police report before loading the car on the recovery and taking it to their approved workshop. So I call 999 again and explained the entire thing. They keep saying they cannot send a Police Patrol, so I need to go on the Dubai Police App or Website and get my report under 'Unknown Accident'. For this I also need to pay AED 420/-.

The nonsense: Then I get a call from a random landline number who tells me they are Dubai Police and they see me uploading the pictures of my car. They say the damage is too big to report it as 'Unknown Accident' so I should call 999 and ask them to send a Police Patrol to investigate and open a 'Hit & Run' case. So I called 999, they keep saying report it as 'Unknown Accident', we cannot send Police Patrol. So I called the landline number back, that lady then transfers to her senior who asks me to convince the people at 999 to send a Police Patrol. I call again, but same response from 999. So I called the landline number again, and this Senior guy asks me my location, and then tells me to go to the nearest Police station which is Bur Dubai Police Station near Jafiliyah Metro. By then the recovery guy comes, I somehow convince him to load the car without the Police Report after explaining the events to him. He agrees and we both go to Bur Dubai Police Station.

At the Police Station, I was a headless chicken going from one desk to another because nobody seemed to care too much. Ended up with this old guy who basically handles accidents and accident disputes. I explain the situation to him, he ends up saying the same thing; report on Dubai Police App/Website as 'Unknown Accident'. I explain to him that its giving me an error, and Dubai Police themselves called to say the damage on the car is too much and I should open a hit and run case at the Police Station. He said you can do that online. I ask him where the hit and run option is online because I cannot find it. He's like maybe it will come tomorrow, or the 'Unknown Accident' error will go tomorrow, so try tomorrow morning. I told him that I cannot leave the car at the workshop because they won't accept my car without the Police Report. He then says call 999 and make me speak to them. I called, explained again, then gave him the phone. They speak something in Arabic which I don't understand since I don't speak the language. He then gives me the phone, and the 999 guy says I know your case now. Go back to the accident site with the car and call 999 again and ask for me. I will arrange for a Police Patrol to come. I'm like, okay maybe I shouldn't have moved the car, but they are not blaming me for it, so I sit in the recovery and go back to the accident site. While going there, the recovery company calls me to inform that these further trips will cost me, it won't be complimentary. I had no mental strength at this point, and I needed the recovery, so I just agreed.

I get to the accident site, call 999, ask for the guy, and he takes the address for the location and says the Police Patrol should get there in 10 minutes. I receive a call from the Police Patrol in 15 mins asking what happened. Again, with all the strength I had, I explained to him. He's like is there a camera around? I say yes, the car who committed the accident can be seen but not the number plate. I tell him there are other cameras on the road ahead and for sure at least some camera must have caught the number plate. He says okay I will come, send me your location on Whatsapp. I'm thinking I already gave the previous guy my location and explained exactly where I am. But whatever, I send the location to the Police Patrol on Whatsapp. He arrives after 20 mins, inspects the car and the location, asks some questions. That's it. He doesn't even go to the Building Security of Sahara Tower to check the CCTV footage. He takes my ID, license, car registration, and asks me to come to Bur Dubai Police station. AGAIN!!!

The above incident, from the time I got to know my car was damaged, till I received the Police Report was 4 hours!!! It took me 4 hours to go through this hassle, only for Dubai Police to call me and send me a payment link to send me the report to give the insurance.

The police could've easily investigated, but they chose not to, even after some people from their department suggested that it would be better not to report this incident as an Unknown Accident due to the extent of the damage on my car.

Tl;Dr: Unknown accident on my car resulting a very bad damage. Dubai Police makes me run like a headless chicken only to get the police report at the end after paying AED 420/- which I was trying for the past 4 hours.
