Hello folks.

Just wanted to inaugurate the buildpacks discussion list. Hopefully
you've seen the new `heroku-buildpacks` plugin for the new streamlined
publishing workflow:

And we're hoping to democratize the process a bit by raising the
visibility on third-party buildpacks with Buildkits:
