Regarding Windows Phone Application Development

Hello, I'm current pursuing a Bachelors in Computer Science and Engineering and currently in the 2nd Year of  my course. I've previously developed many applications for Windws Phone and  I'm very interested in developing WP8 apps for your organisation. I have a doubt that is app development in the program restricted to just some open source softwares and the Buildmlearn Toolkit ?
 Or are we allowed to use MS Visual Studio?

We don't have any restrictions on the tools that you may use for developing mobile apps. The end product i.e. the mobile apps source code would be made open source. Of course, you can use MS Visual Studio and WP8 SDK for developing WP apps.
