I am trying to create a MFI for folks in Tamil Nadu, India.
In the process of creating a website on the lines of kiva to connect
the lenders and the borrowers. Can the kiva API be used on that
website to reduce development time? Not sure if it is aimed for such
use.
Can someone help me with this?

I would assume you could filter all Kiva loan requests from borrowers in a single country and display it on your site. Borrowers would still have to go exclusively through Kiva to put their loans on your site, but you could easily highlight them increasing their funding rate.
