Buf v0.9.0 is released - fixes for Image creation

We have released Buf v0.9.0.

This release contains fixes for Image creation:

- Outputted Images now have a deterministic order for option values. While all outputted Images were valid, the non-determinism caused diffs on Image files where the source code remained the same.

- SourceCodeInfo is now included for the Well-Known Types.

The brew tap and documentation have also been updated.
