The common data storage capacity of an NFC tag goes from 15 bytes to 888 but searching the web I found one NFC IC that can store up to 64KB of user data.
I know very little about the patient's data stored on OpenMRS and what would be the size of it in KB but I know that 64kb can be plenty of data if used well, like an old Casio 64kb digital diary.
One copy of the data could be always with the patient.
