The problem has changed. The latest attempt did mostly install buendia. But the progress is now in a reboot setup loop that ends with either:

[ 40.342505] sh[189]: E: Unable to lock directory /var/lib/apt/lists/
[ 40.349274] sh[189]: install-buendia-base did not finish: rebooting in 5 minutes.
or
[ 751.921261] sh[188]: E: Unable to locate package buendia-site-msf-chad
[ 751.927110] sh[188]: install-buendia-base did not finish: rebooting in 5 minutes.
Now my install line was `devices/server/setup rootpwd mywifi:wifipwd msf-chad`
The last bit `msf-chad` looks like the culprit. What is this supposed to do? Wiki documentation just describes it as `{site ID}` but doesn't explain what this does. Should I restart the process without that?
