How do I restore a google play license to a windows pc

Do you mean a Windows 11 PC running the Windows Subsystem for Android ?

If so, you will need to side-load Google Play configured with your Google account:

After that, it is like any regular Google Android device.

if you do not want to side-load Google Play, BubbleUPnP is also available on the Amazon appstore

but the license is a new purchase (in the form of an Amazon in-app purchase, not a small separate license app).

If you mean bubbleupnp on the stack windows subsystem for android, you can't as the store used on this is amazon appstore, not Google.

You'll have to rebuy a licence on amazon appstore.
