Needed information for 2012 admissions

Hi,

I am Sahana, currently working in India. I wanted to apply for 2012 fall admits. I have done my computer science engineering and I passed out in 2008.

I am giving my IELTS on January 7th. Is IELTS enough for Masters in Europe or is GRE required? Most of the universities don't require GRE as per the information provided on Internet for European colleges.

Is Finland a good option for masters in CSE engineering? Can you provide me a list of other European countries where masters in Computer Science Engineering is good?

Your help would be much appreciated.
