Can I use this framework to build a signage desktop player ( probably
using SWT ) ?. I see that basically it picks up a player that supports
a file format dynamically.I guess I need to have at least one of the
players installed. Basically my question is , can I build a platform
independent desktop signage player ?.

Yes you can. But you will need to have one the players installed.
