Important points for challanging MT exam

These points are in continuation of earlier points already cited:
1. Age & qualification bar: By fixing specific age & qualification,
management has tried to ensure to eliminate the Absorbed JTOs/SDEs for
taking part in Internal MT exam, for the benefit of BSNL recruited
JTOs. That is why the qualification for recruitment as JTO in BSNL
i.e. B.Tech (Electronics,CS,IT or Electrical) is kept as EQ for
internal MT exam and since the first recruitment of JTOs by BSNL is
made in 2002 so age is kept as 36 years So all most all the BSNL
recruited JTOs become eligible for this exam. Therefore, on the same
pattern the absorbed JTOs/SDEs with B.Sc First class/ B.Tech
(Mechanical) which was the qualification for recruitment as JTO in DoT
and without any age barr or with at least 10 years of age relaxation
should be allowed to sit in the exam.

2. Syllabus & pattern of MT Internal exam: The syllabus of MT internal
exam should also be modified on the following basis
a. The syllabus & pattern of the exam is same for internal and
internal MT exam. This is very surprising. Generally the exam for
external candidates is designed to check the knowledge level gained by
them with the prescribed qualification for the recruitment.
b. In MT rules 2007, the qualification for internal candidates was
i. B.Tech with M.Tech
ii B.Tech with MBA
iii B.Tech with 4 years experience in BSNL

The syllabus for First paper was based on B.Tech(electronics) and
syllabus for 2nd paper was different for candidate with eligibility as
M..Tech, MBA and With 4 years experience. Therefore BSNL follows the
principle that competency of the candidate should be checked as per
his educational back round, accordingly syllabus for one paper was
based on B.Tech (Eletronics) which was common qualification in above
given three cases and syllabus for other paper was formed different
for candidates with different eligibility qualifications.
On the same pattern, the syllabus for section III {presently which is
based on B.Tech(Eletronics)} should be modified for the candidates
with qualification as B.Sc First class/ B.Tech (Mechanical) and should
be based on telecom domain/technologies in which they have more than
10 years of working experience.
c. For internal candidates, they have already passed through such
exam at the time of recruitment as JTO for the same qualification.
Therefore, second time judging the same qualification made no sense.
For internal candidates, the exam should be designed to check the
knowledge gained by them with working experience in the organization.

3. Terms & conditions offered at the time of absorption: In
annexure IV, it is mentioned that time bound up gradation will be
given in the IDA pay scale from JTO to JAG(E5) - SG, beyond that
promotion will be given depending upon the availability of the post.
So the question of post based promotion starts only after JAG-SG,
Therefore the promotions from JTO to JAG-SG level should be only on
the basis of time bound up gradation in the IDA pay scales. But BSNL
has introduced both financial upgradtion and post based promotion from
JTO to onwards. This is against the term & conditions of the offer for
absorption in BSNL.
4. In PSUs , (IOCL, BHEL) generally there is only one entry level from
E-1 to E-5 level, but BSNL has created three entry level between E-1
to E-5 level. This is disturbing the PSU hierarchy and also the
promotion avenues of JTOs in comparison to their counterparts in other
PSUs.
5. Beneficiary will be only those who will become party or all?
6. Why Class in Class?
7. All are same for MTNL/BSNL then why BSNL staff is barred for DGM
application.
8. SUPREM COURT verdict in the case of AIR.
9. Vacancies are from DOT time?????
10. This excess delay in finalization of RR, not only affected cadre
but BSNL growth has also been affected badly.
11. What does a LDCE means?
12. Representation to CMD will have any impact???
13. As BSNL has not notified the date of exam, can court direct BSNL
not to announce date of exam till the question of revision of syllabus
decided by the court?
14. The GD & Interview part in exam for internal candidates is
disputed as partiality can be done with them in this part so, it
should be replaced and marks for this part should be allotted on the
basis last three years ACRs of the candidates which are better
assessment resource of evaluating the candidate.
