It is nice to read the views of members of this group. It is also
heartening to know that the members are concerned about their future
promotional avenues. However, it seems that the members do not seem to
realize the greater picture which has emerged from the recent HR
policies that the BSNL Management has framed with the active
connivance of our union leadership who I personally feel are hand-in-
glove with the ITS lobby and have betrayed us in the past, do so in
the present and shall continue to do in future also.

A) In all the Public Sector Undertakings, there are only two classes
of employees – Executives and Non-Executives. The executives in BSNL
comprise of the JTOs, SDEs, DEs, DGMs & GMs/PGMs/CGMs. The DGMs/GMs/
PGMs/CGMs (ITS lobby) comprise a very small number. The DEs are also
not very many. But, the JTOs & SDEs comprise the majority of the
executives in BSNL. In all the PSUs there are single RRs for
Executives. If you carefully see, the freshly notified BSNL Group A
Recruitment Rules start with the lines that “the following rules
relating to recruitment of Executives in BSNL are made”. However, the
JTOs/SDEs who comprise of the largest chunk of executives in BSNL do
not feature at all in these Management Services RRs. These RRs have
the DEs as the lowest grade of executives. Can we, therefore, call
these rules for the executives? This effectively means that the JTOs/
SDEs are not recognized as executives in BSNL and as you all know
separate RRs are available for JTOs & SDEs in the name of TES
Group’B’. Such class within class does not exist anywhere in the PSU
hierarchy. Our leaders have betrayed us and in the name of Group-A RRs
and got RRs framed for the ITS lobby. These RRs have actually been
framed keeping the interests of ITS in mind and should be called the
ITS RRs.

We should now ask ourselves whether we (JTOs/SDEs) comprising the
majority of executives shall get any benefit from these RRs for which
great hue and cry was being raised since so many years by our leaders.
The truth is that we do not get any benefit at all. For the vast
majority of executives, there has been no change in promotional
avenues from these RRs. We, therefore, need to seriously look at out
position in the organization. The bitter truth is that we stand
nowhere. We should not have the false notion that we are executives.
In fact, we are worse than Non-Executives because we are hanging in
nowhere. We must, therefore, first fight to be recognized as
executives in the true sense. Then only can we think of issues like MT/
DGM, etc.

The first challenge before us, therefore, should be to challenge the
Management Services RRs in the court of law ourselves. It would be
foolish to presume that our leaders whom we have trusted with our
futures shall fight for us. They have badly ditched us by becoming the
stooges of the ITS lobby and throwing dust in our eyes and got RRs
designed for the ITS.


B) Now, let us come to the second issue. We must assess what we
actually have in our pockets. As all of you seem to be fully aware
now, the management had committed in writing to each and every one of
us that we shall have certain promotional avenues. As per promotional
avenues offered we shall get time bound (regular) promotion between
4-6 years upto Selection Grade JAG level. Beyond this level it will be
depend upon availability of post, suitability and selection. Our
leaders again made a deal with the ITS lobby and changed the shape of
our regular promotional avenues by converting it into a financial up-
gradation scheme. They had/ do not have any right to unilaterally
change the terms of our absorption and killing our genuine and
rightful promotional avenues and aspirations. Surprisingly, we have
remained silent for two years and continue to watch ourselves being
treated as second grade Executives (or can we even call ourselves
Executives in the present circumstances).

We must, therefore, waste no further time and immediately get together
and seek legal recourse for what is rightfully ours. We must spare no
efforts and funds to achieve this goal. We have a very sound and
strong case and will surely achieve success in this. If we succeed in
this then only we can call ourselves as Executives and hold our head
high with dignity and self respect.

In this matter, it is learnt that our MP friends have sought legal
advice. Their legal counsel has suggested that we should demand for
the promotional avenues committed in our absorption. In case the
commitment before absorption cannot be agreed/implemented, then we
should demand for getting another choice for exercising option –
whether to remain in DOT or for absorption in BSNL, in view of the
changed circumstances.


C) Thirdly, I want all of you to also consider another aspect of the
committed promotional avenues which are probably not being discussed
as we have been thinking from 89 batch onwards. Had the promised time
bound promotional avenues been given to us, many of our DEs who are
already drawing E5 (DGM) scale would have been eligible for promotions
beyond SG DGM. As per promotional avenues committed in absorption,
these DGMs should be eligible for higher promotions and they are
already drawing the pay-scale of DGMs. How can the management recruit
fresh DGMs in E5 scale and make them senior to executives who are
already working in E5 scales much before the recruitment of fresh
DGMs? A large numbers of vacant posts are available and suitable
candidates should be selected immediately from within. Since exam for
outside DGMs is being held on 11.10.2009, these people should be made
to realize that they will be the first to suffer promotional losses.
They must also be inspired to join us for seeking legal recourse to
get our committed promotional avenues. By way of recruitment of MTs
and DGMs, the Management in connivance with our leadership is eating
away 50% of the posts which are rightfully ours and seriously damaging
any chances / hopes of us going forward in our careers with dignity
and respect.

D) The tasks before us are not easy. But we must not lose heart. Our
friends throughout the country have started waking up to the harsh
reality facing us. We must now act immediately and fight if we are to
live with respect and dignity. We have everything to gain from this
fight. We have to come together and take the legal recourse ourselves
as we have are no friends either in the management or in our
leadership.

Sir, you've rightly pointed out each and every point and so we should
gether ourselves and fight. If and only if we succeed in
this then only we can call ourselves as Executives and hold our head
high with dignity and self respect.

Dear All,
this is the real spirit beyond the MT rules, Group-A RRS, DGM RRs
which has been described by Mr. Sehgal. Have any body relized that
what we have got new in these rules which was not availble in DoT. In
DoT there was also 50% STS posts for promotion on seniority basis. But
it is the faliure of our associations who were not able to get conduct
DPC for promotion to JTS in time which resulted not even a single
person was promoted to STS on regular basis.
The achievement declared by our associations that removal of
intermediate state of JTS for STS promotion is not their achievement
but shows their faliure & incapability.
Otherwise there was no diffrence for us. We will remain only JTO/SDE
or DE ( it make no meaning weather ad hoc or regular). No will become
DGM .
The ITS lobby has opened their promotion avenue in the name of group A
RRs. Now there are three stages between DGM to GM. Thinck about it who
actually got the benifit in our names.
The bribe is given in the shape of regularization of some of persons
to STS cadre who are sitting on bunch of their retirement.
If our associations had acted in honest way, the policy should be such
that An Executive entering as JTO in the BSNL have oppurtunity in
general to reach up to highest level in BSNL. The same thing is
already happening in other PSUs.
There is very simple formula.
When a person joins as JTO in BSNL, There should be 50% posts at each
level for fast track promotion i.e. JTO to SDE exam, SDE to DE exam,
DE to DGM exam. The executives having specified length of service
should be eligible for the respective exams without any barring of age
or qualifications. The exams should be conducted yearly on regular
basis.
To upgrade the knoweledge of successful candidates, at each promotion
there should be training /refresher courses as is done in case of
internal JTO promotion.
With this at least 50% posts of DGMs can be occupied by the JTOs only
after about 12 to 15 years of service. So they will have at 20 years
of service left with them.
Now tell me with this set up ,can management not get the breed of
talented JTOs at DGM level who can reach up to highest levels as
having 20 years of service left with them.
Then we can say not all but one some of the JTO will have oppurtunity
of reaching up to director level and most of JTOs will have
oppurtunity of reching up to SAG level.
THis will also create innovative envoirement in BSNL.
WHY UNIONS HAS NOT SUPPORTED SUCH A PROMOTION SYSTEM. (ALTHOUGH THIS
SYSTEM WILL HAVE 50% PROMOTION ON SENIORITY BASIS WHICH IS THEIR
FAVIORITE QUOTA BUT HAVE 50% OPPURTUNITY OPENED FOR TALENTED PEOPLES)

The views presented by Mr. Sehgal and Mr. Sood are very relevant in the matter, now time have come to bell the cat. Management has refused any kind of relaxation in MT RRs, now we have left with the only option to knock the door of Court/CAT. See the letter no. 400-145/2009-Pers.I dated 18.09.2009 on Intranet. We should not delay in this matter now.
