Dear Friends,

First of all I thanks the owner of this group for providing a platform
to discuss the issues related to DoT DRs. This group is more or less
remained ignored in past in the need of a seperate platform and
exchange of views. Now coming to question of MT & DGM recruitment, I
stressly say that mgmt will not be able to find outside freshers which
are even comparable to internal executives having sufficient
experiance, hence no outside recruitment is justified. Any way
following are my personal views regarding it and i would request all
the members to comment on these.

1. No direct recruitment up to the level of SG-JAG.
2. If management proposes any direct recruitment above JTO level to SG-
JAG, it is the breach of contract between us & mgmt for our absorption
condition, since we all give our option for absorption in BSNL based
on conditions of which career progration is an integral part and is
challageable in any court of law.
3. If mgmt is serious to allow fast track promotions to the deserving
executives, then it should follow the same path as is followed in JTO
to SDE promotions i.e allow every executive to write the exam without
any condition of age & qualification (only residency period is to be
taken care of). Within an organisation how can different rules be made
for different promotions i.e you allow a JTO of even 55 years of age
and diploma qualification to write JTO to SDE exam but put very
stringent conditions for other exams.
4. Exam should not be there for MT but from SDE to STS with some
residency period and only SDEs with specified service should be
allowed as in case of JTO to SDE. Also there should be exam from STS
to JAG and only STS with specified period should be alowed to write
such exam. The ration of seniority cum fitness and competitive may be
fixed.
5. Every directly recruit JTO should be ensured upliftment up to the
level SG JAG without writing any exam and deserving executives will be
able to go beyond this level by the method of fast track promotions as
explained in point no 4 & 5.
6. If at all there is any need of specialists then these should be
recruited at the level of SAG with 12-20 years of experiance from
outside and also internal candidated with such experiance may be
allowed.
7. We should not delay and stop the proposed MT & DGM recruitment
immediately by taking the shelter of court of law as noyhing is
expected from deaf magmt and defung associations.

I again request the dear friends who still have hope in thier eyes and
whom blood still have heat to act. Please wake up and act, comment
please...........

Dear Friends,

The views given by Mr Sharma are perfectly right. The JTO should be
considered as MT and further fast track promotion path could be
formed. In fast track promotion as told by Mr. Sharma, the exam should
be from JTO to SDE, SDE to DE and also from DE to DGM. There should be
no age/qualification condition for these exams. Only service
experience can be applied. However MBA can be fix as qualification
from DE to DGM exam.

This type of Fast track promotion system is followed in Banks for POs.
It is very astonishing that why our associations have not suggested
this type of promotion system to the management when an opportunity
was given to them by the management.
The answer of this is that they draft reply to management by sitting
at Delhi and never take views from their members, the result is worst
promotion system of the world we have get.

Dear Friends,

I agree with the views of Mr. Sanjeev Sharma.
Now we should send individual letters to CMD requesiting him to
withdraw the MT and DGM recruitment notifications.
Please suggest a draft for the same so that each one of us should send
the same to CMD.
I would like to request Mr. Sharma to prepare the draft and publish.

A draft is being prepared in MP Circle and even the Representation has
also being submitted to CMD (one direct copy and other through proper
channel) by them. And now after a week time they are submitting the
Reminder and thereahter if they didn't get any reply then they will
moving to CAT for the same.
I think we should also follow this procedure so that a proper legal
procedure may be followed.

Sub: Regarding withdraw of MTRR/DGM RR.

(Through proper channel)
Respected Sir,
In view of promulgation of recruitment rules for Management Trainees
in BSNL which are against the spirit of major promotional avenues as
assured to undersigned vide terms and conditions dated 02.09.2003 of
absorption. I am compelled to bring forward following points /
anomalies for your kind perusal and immediate necessary action
please.

1. When BSNL was formed on 01.10.2000 all the Group ‘B’ officers
working in DOT stand transferred to BSNL on deemed deputation basis.
2. Subsequently DOT/BSNL has issued letter vide BSNL/11/SR-2001 dated
14.01.2002 for calling of option from Group “B” officers for
absorption in BSNL. But no terms and condition were offered by the
BSNL in respect of promotional avenues of the officers from whom
absorption was called for.
3. Subsequently as per direction of Principal Bench CAT New Delhi,
BSNL/DOT has issued a letter no. BSNL/11/SR/2003 dated 02.09.2003
stipulating clear terms and conditions in respect of promotional
avenues of absorbed officers, as part of offer for calling of option
from Group ‘B’ officers.
4. Subsequently more than 95% Group ‘B’ officers took absorption in
BSNL.
5. The promotional avenues offered may be seen at the Annexure-IV of
the letter BSNL/11/SR/2003 dated 02.09.2003. As per promotional
avenues offered the scope of vacancy based promotion is beyond SG JAG
level and upto SG JAG level only time bound promotion has to be
offered. The relevant portion of above condition is reproduced for
your ready reference as under:-

“Executives in BSNL will be allowed up gradation to the next higher
IDA pay scale on a time bound basis , varying between 4 to 6 years, as
may be prescribed for each scale and other attendant conditions, upto
the IDA pay scale of JAG Selection Grade , beyond which it will be
depend upon availability of post and their suitability and selection
for promotion, which will be uniformly evaluated in the various
streames of discipline.”

6. Subsequently BSNL had issued letter 400-61/2004-Pers.I/308 Dated
18.01.2007 in respect of promotional policy of Group ‘B’ level
officers who have absorbed in BSNL. While issuing such letter BSNL has
violated the terms and conditions as regard to promotional avenues
offered at the time of absorption vide letter dated 02.09.2003. As per
this letter two channels of promotion came into picture below the SG-
JAG level:-

(a) Time bound promotion upto SG-JAG level which is not post based.
(b) Parallel vacancy based promotion upto JAG level based on seniority
cum fitness only.

7. Recently MTRR/DGM RR were also notified by BSNL which is nothing
but another example of complex anomaly preventing us time bound post
based promotion upto SG-JAG and against the spirit of the terms and
conditions circulated at the time of absorption.

In view of above there exist number of anomalies in present HR policy
of BSNL as regard to promotional avenues to absorbed officer and it is
therefore requested to immediately withdraw recent orders (i.e. MTRR &
DGM RR) contradicting the terms and conditions as circulated to all
Group ‘B’ officers at the time of absorption. This is also violation
of presidential orders issued to all the Group ‘B’ absorbed executives
in BSNL.

In case the above request is not entertained, undersigned may be
compelled to take necessary legal recourse for protection of committed
rights as per my BSNL presidential order.

Dear All,
this is the real spirit beyond the MT rules, Group-A RRS, DGM RRs
which has been described by Mr. Sehgal. Have any body relized that
what we have got new in these rules which was not availble in DoT. In
DoT there was also 50% STS posts for promotion on seniority basis.
But
it is the faliure of our associations who were not able to get
conduct
DPC for promotion to JTS in time which resulted not even a single
person was promoted to STS on regular basis.
The achievement declared by our associations that removal of
intermediate state of JTS for STS promotion is not their achievement
but shows their faliure & incapability.
Otherwise there was no diffrence for us. We will remain only JTO/SDE
or DE ( it make no meaning weather ad hoc or regular). No will
become
DGM .
The ITS lobby has opened their promotion avenue in the name of group
A
RRs. Now there are three stages between DGM to GM. Thinck about it
who
actually got the benifit in our names.
The bribe is given in the shape of regularization of some of persons
to STS cadre who are sitting on bunch of their retirement.
If our associations had acted in honest way, the policy should be
such
that An Executive entering as JTO in the BSNL have oppurtunity in
general to reach up to highest level in BSNL. The same thing is
already happening in other PSUs.
There is very simple formula.
When a person joins as JTO in BSNL, There should be 50% posts at each
level for fast track promotion i.e. JTO to SDE exam, SDE to DE exam,
DE to DGM exam. The executives having specified length of service
should be eligible for the respective exams without any barring of
age
or qualifications. The exams should be conducted yearly on regular
basis.
To upgrade the knoweledge of successful candidates, at each promotion
there should be training /refresher courses as is done in case of
internal JTO promotion.
With this at least 50% posts of DGMs can be occupied by the JTOs only
after about 12 to 15 years of service. So they will have at 20 years
of service left with them.
Now tell me with this set up ,can management not get the breed of
talented JTOs at DGM level who can reach up to highest levels as
having 20 years of service left with them.
Then we can say not all but one some of the JTO will have oppurtunity
of reaching up to director level and most of JTOs will have
oppurtunity of reching up to SAG level.
THis will also create innovative envoirement in BSNL.
WHY UNIONS HAS NOT SUPPORTED SUCH A PROMOTION SYSTEM. (ALTHOUGH THIS
SYSTEM WILL HAVE 50% PROMOTION ON SENIORITY BASIS WHICH IS THEIR
FAVIORITE QUOTA BUT HAVE 50% OPPURTUNITY OPENED FOR TALENTED PEOPLES)

Dear Friends!
Do not waste time, as association is not serious about stoppage of MT/DGM reccruitment. Atleast all the members of this group
file case in CAT immediately regarding stoppage of MT or allowing all DOT DR JTOs in  MT internal exams.Kindly call meeting at Chandigarh to discuss & and hire advocate immediately.
