users api up on heroku

Hey dude the basic users api is up on heroku. I've attached the output of `rake routes` which shows everything available but it's pretty much what one would expect. Up next: setup geolocation and get a staging environment on heroku so we're not developing against production. I've done some cursory searching on geolocation but haven't started yet.
