Abstract:
India has emerged as the world’s largest rice exporter, steadily expanding non-basmati rice production and sustaining a substantial marketable surplus. This evolving supply landscape presents a timely strategic opportunity for rice-importing countries in Southeast Asia, which remain heavily dependent on a narrow set of import sources and are often exposed to volatility in both availability and prices. India’s competitive cost structure, diverse varietal portfolio, and strengthening logistics networks position it as a reliable partner for enhancing regional food security. The recent trade partnership between Telangana and the Philippines demonstrates the potential of sub-national collaborations to supplement national trade channels and address specific quality and consumer-preference needs. This presentation outlines a new trade ecosystem to support stable, long-term supply arrangements, drawing on lessons from the Telangana–Philippines engagement. It examines the requirements of major Southeast Asian importers—including the Philippines, Indonesia, and Malaysia—and highlights the advantages of diversification from food security, price stability, and supply chain resilience perspectives. Additionally, the discussion identifies priority areas for cooperation, including harmonization of quality standards, investments in storage and logistics, and enhanced market intelligence sharing. Strengthening India–Southeast Asia rice trade partnerships offers a mutually beneficial pathway to securing regional food systems and building a more resilient and inclusive rice market across Asia.
Presenter Bio:
Dr. Samarendu Mohanty is Professor of Eminence and Founding Director of the Center for Sustainable Agriculture at Professor Jayashankar Agriculture University, with over 30 years of leadership in global agricultural policy, markets, and research. He previously served as Asia Regional Director at the International Potato Center and as Principal Scientist at IRRI, alongside academic roles in the United States. A recognized authority on rice and cotton markets, he has advised governments worldwide and contributed to major policy reforms, including Vietnam’s rice sector strategy. Dr. Mohanty holds a PhD from the University of Nebraska-Lincoln and has received multiple international awards.
