Patch to add logging support to bruce

I just created http://code.google.com/p/bruce-tpt/issues/detail?id=27
to add logging to Bruce.

I love logging and find it to be a really useful debugging tool. This
is a summary of the changes:

1. I added a config file, brucelogger.cfg, which tweaks logging.
2. I edited setup.py to install this config file in sys.prefix +
config/bruce/brucelogger.cfg.
3. I moved the __version__ global var from bruce/__init__.py into
setup.py so that I wouldn't need to import bruce in setup.py.
4. I added some really simple debug logs to bruce/__init__.py and
bruce/rst_parser.py to show how it is.
