Dear Team

IRDA's has made comments regarding our stakeholder liaison. Before I respond, will appreciate a post mortem on the plan that we had to collate as much information that we can between 15th Jan to 30th Jan 20.
I believe that we have got some information but not all. Appreciate everyone's feedback by today on the following;
  • then I think LC’s earlier initiative to get the Jabatan to submit their requirements from 15-30 Jan was not entirely successful lah  
  • I have no problem signing this letter for LC to present to Pra-OSC but we should not have redundant activities.  
  • Do you have a check list of required ulasan/pandangan ready  
  • How much more time do you need or would you give to Jabatan/Agency before you wrap up this matter

My apology for bringing this up again but How does this pembentangan to Pra-OSC committee different from our Pembentangan to Agencies/Jabatan dengan YB Solihan the other day and the information requested by LC from 15-30 Jan?

 

Since the objective of this pembentangan to Pra-OSC is to “mendapat cadangan / ulasan dari setiap jabatan terlibat bagi pengemukaan pelan / surat pemakluman yang diperlukan bagi menepati garis masa” – then I think LC’s earlier initiative to get the Jabatan to submit their requirements from 15-30 Jan was not entirely successful lah?

 

I have no problem signing this letter for LC to present to Pra-OSC but we should not have redundant activities.

 

Do you have a check list of required ulasan/pandangan ready? Do you know which areas are still facing problem with the authority after the 15-30 Jan sessions? I bet this pembentangan will need to follow with another face-to-face sessions (which we have already allocated from 15-30 Jan). How much more time do you need or would you give to Jabatan/Agency before you wrap up this matter?

 

That’s why I asked during CCM, what do you want to present and what do you want Pra-OSC committee to do?

Good evening En Rudy,

This Pre OSC Meeting is the subsequent meeting after our presentation to Agencies / Jabatan chaired by YB Solihan on 7th Jan 20. This meeting on the 7th Jan 20 was to introduce the IMBRT project and the  LC team to the respective stakeholders.

Between 15 Jan 20 to 30 Jan 20 our team collected quite a lot of information from various stakeholders. To name a few, the data collected to-date include the following;
  • design guidelines,
  • submission checklist
  • FGDs with stakeholders
  • tentative submission procedure from OSC and related departments.
  • utilities information in hard copy from KUJ at UTM, Horizon Hill etc. We are communicating with KUJ to get this information in soft copy
There is no denying that there still remains a lot more information that we require from various stakeholders. Our LC and subconsultant  team are making every effort they can to meet the stakeholders individually. We now move forward to the technical / detail stage of the project between 1st to 25th Feb 20 where the MBJB department  require technical briefing before our KM / BP / Engr Plan Submission to OSC MBJB. After this briefing to OSC, there will be few more face to face meetings with the respective officers to ensure our plan submission is accepted and processed in time.

As highlighted during last CCM, we believe that the meet up with Datuk Bandar gave an overview of IMBRT as a whole. The Pre OSC and future OSC meetings are just a step / procedure to follow through

We are updating the following checklists with our team and will share them with IRDA
  1. Checklist on information required to facilitate the Concept/Preliminary Designs and Detailed Designs/Tender
  2. Submissions to be made to various stakeholders during Concept/Preliminary Designs and Detailed Designs/Tender stages to obtain the required approvals prior to tender and prior to construction
We assure you that our team are doing their very best to meet the datelines. Our team have their targets for 15 Apr 20 to submit the following;
  • State Planning Commission
  • KM submission for the 3 trunk lines
  • KM submission for all the stations, depot and BOCC
With due respect the alignment studies are still awaiting decisions from IRDA in order to freeze the designs, stations options are still be studied with a lot of operations input still not finalised. Depot layout is still being developed as it requires a lot more interface issues to be resolved between the TOD, HUB and the Skudai alignment.

Notwithstanding the above, for your kind information our busway alignment and station drawings are being finalised (based on current concept) for peer reviews in next 2 weeks. We are now going to submit these drawings to MBJB, MBIP, MBJBT & JKR to name a few, to get further engagements and pro active discussions with the stakeholders. One of the issues that may surface during these engagements is the ROW for the 3 trunk lines which we currently have in bits and pieces on the Iskandar Puteri line and NONE for Tebrau/Skudai lines.

Please be assured that our team are making every effort to move forward and engage the stakeholders pro-actively with the 15 April 20 target in mind.

We also  request that you issue the support letter for us to present to the OSC as it gives us the mandate to deal with them.
