Access Denied

I'm curious as to why on some themes won't download for me. I keep my Chrome updated, however when I search for a new Theme, there are some (and I can never tell which ones), that I'll click on to install and a black pop up at the lower left hand of the screen says, "Access Denied: Cannot Download" or something like that.

I can't seem to figure out why. And it's not any particular user/creator. I literally have no way of telling which theme is going to work or not until I try to install it.

Is anyone else having this problem?
