How to keep the google search bar and only have the rgb stripe?

Hello,

I would like to only have the "rgb stripe" at the top but still have the normal google bar instead of a just blank page.

The same thing that happens when you activate "  Show "Home" button in the new tab page   "  and then klick on it (the house symbol) on a new tab.

I have added a screenshot.

How can I have this by default when I open Chrome or a new tab?
