Reg: Unable to add any Extention /Themes

Hello,

I habe HP chromebook, Google chrome/ chrome OS shows up-to-date , however I am unable to add any extentions or change themes,. it says, the browser needs to be updated, however the settings shows the browser is updated.

There is no Google play store nor I am able to download the same.

Please guide, what needs to be done.
