Process for adding User Agents?

Hello all... I know there has been some discussion of creating a formal process for adding in new user agent details... has anyhting been finalized yet? The current file doesn't have support for Android 4.2. If there is a process in place I'd be glad to help. Or if there is anything I can do to help get something setup please let me know.
