About the Presenter:
Rosemary N. Palmer practices civil rights and special education law in the panhandle of Florida and the State of Utah. Her involvement in special education began when she adopted four siblings with disabilities thirteen years ago. She presents at conferences in Florida and around the United States. Ms. Palmer graduated from the University of Utah's College of Law. Her undergraduate alma mater is Brigham Young University. | |
