MIME type

Section 13 of the draft RFC reserves a content-coding ("br") for
brotli, but I don't see anything about a MIME type (i.e.,
application/brotli or application/br).  Is this an oversight, or is
there a reason not to request a MIME type?

I'm planning on adding some functions to Squash to get a codec from a
MIME type (or content coding), so I'd love to know if there are any
plans to register a MIME type.  If not, should we go with
application/x-brotli vs. application/x-br?

A MIME type implies a file format; https://groups.google.com/forum/#!searchin/brotli/file$20format%7Csort:relevance/brotli/8ZOp4gPyKAA/ZL-P5qSOCQAJ has some discussion about what such a format may entail.

Historically, confusion between "Content-Type: gzip" and "Content-Encoding: gzip" has caused problems for browser's file download codepaths.
