The Mailbag provides a coordinated, non-duplicative source of information for local public health professionals, including announcements, events, tools, resources, and jobs. This free service is designed with the following audiences in mind: SCHSAC members, CHS administrators, public health directors, local public health staff, MDH staff, and friends of local public health in Minnesota. Strong Foundations: Evidence-based Home Visiting Request for Proposals (RFP) Spring 2022 Released

The Minnesota Department of Health (MDH) seeks proposals from county governments, Tribal Nations, and non-profit organizations to implement and provide evidence-based family home visiting (FHV) services to Minnesota families in need. This Request for Proposals (RFP) seeks to stabilize and sustain current home visiting programs while supporting start-up implementation of new home visiting programs seeking to address some of Minnesota’s greatest disparities over a five-year period beginning 1/1/2023. Letters of Intent are due May 11, 2022 and applications are due June 13, 2022.

Call for Proposals: All In: Data for Community Health National Meeting

The All In: Data for Community Health National Meeting brings together a  diverse group of people from public health, community-based social service, healthcare, national organizations, individuals with lived expertise, and other groups at the nexus of working across sectors to leverage data to improve community health. We are seeking proposals from those interested in sharing their experiences related to equity and inclusion in data sharing projects focused on promoting health and well-being. All In is most interested in proposals from organizations or speakers that can bring a diversity of perspectives and experiences. We encourage diverse backgrounds and perspectives in regards to race, ethnicity, gender identity, ability, sexual orientation, professional experience including voices that address racial injustice, draw on lived and learned experience, and have lessons to share about shifting power to community members. Proposals are due May 13, 2022 at 11:59 PM ET. Informational session on May 5; please RSVP to attend.

Diabetes Camp - Camp Sweet Life: Share with your communities; become a counselor or medical staff!

The Mission of Camp Sweet Life is to connect, empower and transform kids with Type 1 Diabetes. Camp starts 7/31/20222 and ends 8/4/2022. Our goal is to provide a safe environment so that kids with diabetes can have an outdoor, summer camp experience, just like any other child. Not only do they get to have a wonderful recreational experience, campers also learn about their disease by receiving informal education in diabetes self-management under the supervision of camp nurses and through counselors who model responsible diabetes management. Throughout camp, we also provide formal and informal education regarding diabetes self-management. We also serve the needs of parents and families members who need support and opportunities to meet other families. We hope that Camp Sweet Life provides a good foundation so that kids with Type 1 can successfully develop emotionally, socially, and physically in spite of their disease. Camp Sweet Life is held in Maple Lake, MN.

Now Open: Request for Proposals for Commercial Tobacco-Free Communities Grant Program

The Minnesota Department of Health requests proposals to create community-driven changes to policies, practices, systems, and environments to reduce commercial tobacco use and secondhand smoke exposure among populations experiencing commercial tobacco-related disparities. The purpose of this Request for Proposals is to fund projects that create community-driven and culturally responsive strategies that work to change community norms related to harmful commercial tobacco, and that result in sustainable changes.

Public Health 101 for Organizers: What is governmental public health, and how can you engage the field to advance your next campaign?

We know that community organizers have long been leading the work to build a world that centers equity, racial justice, and well-being — and we know that public health is focused on creating systems that support healthy communities. Advancing the movement for health equity and racial justice means building across sectors, and using all the tools in our toolboxes. So how can organizers and health departments build power together? Our brand new resource, Public Health 101 for Organizers, is intended to serve as a tool to support community organizers to engage with governmental public health departments (HDs) to advance their campaign or policy change goals. Camp Superkids: Refer kids who have moderate to severe ASTHMA to register/enroll; also seeking medical professional volunteers

Camp Superkids, a week-long overnight summer camp for kids who have asthma at YMCA Camp Iduhapi in Loretto, is reopening this summer after being closed due to COVID, and they need your help to make it a great year! Public health professionals are key to the success of Camp Superkids—as a referral source and as staff volunteers. Camp Superkids runs from Sunday, June 26 to Friday, July 1, 2022.

If you’d like to refer your clients: Camp Superkids is a place for kids 7-14 with asthma to enjoy the fun of outdoor summer camp in a medically safe environment. Campers age 15-16 can participate in the camp’s Junior Leader program to develop leadership skills. The cost of Camp Superkids is $715/camper. Some campers, ages 7-14, may be covered by their health insurance providers. If not, the YMCA has opportunities for scholarships that we encourage you to explore. Campers spend their session with two counselors and other campers in a cabin group. Campers are assigned to a cabin based on age and gender. All food is provided. Transportation is not included. Registered Nurse, Fond du Lac Band of Lake Superior Chippewa

Under the supervision of the designated supervisor provides primary, secondary and tertiary care to clients in the Fond du Lac communities that will include: immunizations, monitoring of chronic diseases, palliative care, screening clients, home visits, discharge planning, assessment, referrals, and client education.

Public Health Nurse, St. Louis County

Professional public health nursing work in maternal child health (MCH). This position will provide services to our MCH population, in an evidence based or evidence informed family home visiting model. Primary focusing on promoting the health of prenatal and post partum women as well as their infants. This position will include providing services offsite in the clients' home. The MCH Nurse will participate in reflective practice, provide ongoing assessing of prenatal and post-partum mom's/families and their infants, provide referral for additional services as well as other support.

Required qualifications: Public Health Nurse: Graduation from an accredited college or university with a Bachelor's degree in nursing with public health nursing preparation. Possession of a Minnesota public health nurse registration certificate. Possession of a valid driver's license. Public Health Nurse Senior: Graduation from an accredited college or university with a Bachelor's degree in nursing with public health nursing preparation AND two (2) years full-time paid verifiable public health nursing experience OR graduation from an accredited college or university with a Master's degree in a nursing. Possession of a Minnesota public health nurse registration certificate. Possession of a valid driver's license.

Home Health Services Coordinator, Fond du Lac Band of Lake Superior Chippewa

Develop, manage, monitor and maintain Home Health Services including Elder Services for the Fond du Lac community. Supervise Home Health Services Department employees. Administers, manages, and supervises the Assisted Living Residence and serves as the Licensed Assisted Living Director of Record under Minnesota State Statute.

Required qualifications: Bachelor’s Degree in Nursing is required. Master’s degree in nursing with a public health nursing Certification is preferred. Minimum of 4 years of experience in an assisted living or home care setting is required. Assisted Living Director License is required; if not licensed at the time of hire employee must submit an application to the Minnesota BELTSS board within 30-days of hire and must obtain the license within 12 months of hire, Employment is contingent upon this requirement and must be maintained for the duration of employment. ServSafe Manager Certification is required; if not certified at the of hire, employee must become certified 6 months of start date. Employment is contingent upon this requirement and must be maintained for the duration of employment. CPR certification is required; if not currently certified at the of hire, employee must become certified 6 months of start date. Employment is contingent upon this requirement and must be maintained for the duration of employment. Must be listed on the Clinical Laboratory Improvement Amendments (CLIA) application for certification form for Assisted Living. Two years' supervisory experience. Two years' work experience in development and administration of program budgets. Two years' experience in basic applied CQI methods, planning and evaluation.

Public Health Nurse, Horizon Public Health

Horizon Public Health is seeking applicants for a Full Time Registered Nurse to provide case management services out of our Morris office. A Case Manager provides care coordination, including developing, implementing and evaluating client plan of care, coordinating care using available resources and maintaining contact with care givers.

Required qualifications: Minimum qualifications include a Baccalaureate degree in Nursing and licensed in MN with at least one year of home and community-based experience.  Exceptions may apply for ADN applicants with at least two years of home and community-based experience. Prior experience in long term care also beneficial. Successful applicant must pass a criminal background check and a pre-employment drug test. Must have valid MN driver’s license and reliable, insured transportation.

Stevens County Food Systems VISTA, University of Minnesota Morris (UMM) Center for Community Partnerships & AmeriCorps

AmeriCorps VISTA is a federal service program that focuses on serving communities in need, specifically focused on capacity building. VISTA members serve for one year on a place-based project, earn a modest salary, and receive an education or cash award at the end of their service term. In 2021, the first AmeriCorps VISTA was hired to convene a county-wide food security council and work with them to assess food security in Stevens County. By July 2022, a food systems assessment will have been completed. The VISTA will work with the food security council to determine goals for years two and three of this VISTA project and will work toward making healthy food available to more people in the county.

Required qualifications: Good communication skills and an interest in food and food security and working in rural areas would be ideal.

Licensed Clinical Social Worker, Stevens County

Stevens County is currently seeking applications for a full-time (37.5 hours a week) Licensed Clinical Social Worker - Mental Health Professional or Trainee.  Stevens County is partnering with three local school districts to provide mental health professional services within the school setting. This is an exciting opportunity for the right candidate to provide preventative services to children, teens and their families.  Stevens County Duties: Provides mental health services for the prevention, diagnosis and treatment of mental, behavioral and emotional disorders in individuals, families and groups. Lead Social Worker, Child & Family Services, Sherburne County

The role of the Lead Social Worker is to serve as the lead worker within Child and Family Services social service units. To provide support, ideas, and resources to staff when the supervisor is absent. Interpret, implement, and disseminate to case managers the state and federal program requirements for assigned program(s), while monitoring for compliance. Provide staff training. Ensure rules and regulations are followed to prevent financial, legal and program sanctions by State and Federal entities. Provide direct counseling/consultation to individuals as well as facilitate interdisciplinary team meetings, coordination, and consultation that addresses the bio-psychosocial well-being of the individual that remains in compliance with overseeing authorities. Ensure that mandated services are provided as required by federal and state statute and rules.

Minimum qualifications: Education: Bachelor’s degree, or higher in Social Work or closely related field. Master’s degree in Social Work is preferred. Experience: A minimum of three-years of social work experience or experience in a closely related field or equivalent education plus work experience. Licensure: Must have a valid MN driver’s license. Certification as a Mental Health Professional and ability to provide clinical supervision preferred (Licensed Psychologist, Licensed Independent Clinical Social Worker, Psychiatrist, Clinical Nurse Specialist, or Licensed Marriage and Family Therapist)

PHEP Coordinator Health Educator, Crow Wing County

To develop, implement and evaluate community educational programs related to a specialty area of public health or emergency management; and to perform related duties as assigned. Position is responsible for the management and oversite of grants specific to role assignment - SHIP (Statewide Health Improvement Partnership) or PHEP (Public Health Emergency Preparedness). HHS Care Coordinator/Case Manager, Morrison County

The primary purposes of this position are to assure that all members receive the most appropriate service necessary to meet their needs, experience smooth transitions between settings of care, and that communication between the health plan, County staff and providers occur when needed in support of clients. Desired outcomes are to promote access to primary and preventive care through collaborative problem-solving approaches. This position will work to assure a collaborative approach between health plans, providers and County team members. The position will develop positive relationships with and between health plan staff, County staff, local health care providers, nursing facilities and clients. They will help to assures timely and accurate communication between team members. This position will serve as the health plan expert within the community/County working toward positive outcomes for the client and the health plan. OR A bachelor's degree from an accredited four-year college or university with a major in any field and one year of experiences as a social worker in a public or private social services agency.

Environmental Specialist, Stearns County

To assist businesses, residents and visitors of Stearns County in identifying and developing policies, training, and systems that address public health risk and safety conditions associated with food, housing and recreational environments.  Conducts and coordinates inspections required for the enforcement of State, County and local ordinances, rules, and regulations relating to environmental health.  Duties include preparation for and response to outbreaks of disease, public health emergency situations and other duties as assigned preventing detrimental effects to the safety and welfare of the Stearns County public.

Required qualifications: Bachelor's degree or higher in environmental health, public health, physical, biological or sanitary sciences or similar field with at least 30 semester or 45 quarter hour credits in physical or biological sciences and two years of related experience. Valid Minnesota Driver’s License or ability to obtain within 30 days of hire. Reliable means of transportation to travel to multiple locations around Stearns County, some of which may not be accessible by public transportation. Must be Registered as Environmental Health Sanitarian/Specialist within two years of employment and maintain registration thereafter, according to Minnesota Law. Registered Dietitian, Mille Lacs Band of Ojibwe

The Registered Dietitian provides nutrition services, training and education to clients, staff and the community. She/he is responsible for the development and implementation of the Diabetes Prevention Program and Healthy Heart Project. She/he will collaborate on the development of all HHS policies, objectives, procedures and activities related to nutrition.

Required qualifications: • Registered dietitian (RD) with current licensure to practice in MN, or RD eligible with licensure obtained within the first 3 months of employment • Bachelor’s in Dietetics, Nutrition, Health Promotion and Wellness, or related field required. • Two (2) to three (3) years of experience in nutrition, public health, chronic disease management or health education required. • Must be CPR certified or willing to attain within 3 months of employment. • Able to work independently with minimum supervision. Wednesdays from 12-1:30 pm. SPR Training: an evidence-based train-the-trainer opportunity to bring practical tools and skills back to your community whether it is your co-workers, families, or individuals you work with. You will learn and apply the skills and then you will share those skills with others. A $200 stipend is provided on a first come, first serve basis to anyone who completes the training and shares it with 10 or more children, adolescents, or adults. An intervention designed to help individuals gain skills to REDUCE ONGOING DISTRESS, PROMOTE RESILIENCE, and EFFECTIVELY COPE in the weeks and months following a disaster or crisis. Is intended for individuals needing more than a single, brief intervention by a non-specialist but not necessarily needing full treatment for depression, anxiety, or PTSD, focus on improving social support, helpful thinking, problem-solving, managing distressing responses to disaster reminders, and increasing positive activities. 5/19 (webinar): Practical Evaluation Skills for Public Health Practitioners

This course begins with a review of the CDC’s Six-Step Framework for Evaluation, partner engagement, logic models, and types of evaluation. Next, we will cover strategies for designing and implementing quantitative and qualitative data collection methods, including surveys, interviews and focus groups. At the completion of the course, participants should be able contribute constructively to the design and implementation of evaluations for public health programs.

Audience: This workshop is designed for people who are familiar with the value of evaluation and are looking to hone their practical evaluation skills.
