CMS Approves Five-Year Extension of the Rhode Island Comprehensive Section 1115 Demonstration

The Centers for Medicare & Medicare Services (CMS) approved a five-year extension of the "Rhode Island Comprehensive Demonstration" section 1115 demonstration. This extension approval includes continued Federal Financial Participation (FFP) for authorities currently authorized in the demonstration, such as managed care, home and community-based services (HCBS), extended family planning services, the Marketplace Subsidy Program, the Peer Recovery Specialist Program, and 1915(i)-like Home Stabilization Services. In addition, CMS will continue providing FFP for Medicaid services provided to beneficiaries who are primarily receiving treatment and/or withdrawal management services for a substance use disorder (SUD) while they are short-term residents in facilities that meet the definition of an Institution for Mental Diseases. The extension also provides a separate authority for the long-standing Family/Youth Support Partner Program and expands the RIte Smiles dental managed care program to include all Medicaid beneficiaries, not only children.

This demonstration extension is effective January 1, 2026 through December 31, 2030. Today's approval and other administrative documents can be found on the Medicaid.gov demonstration page.
