On Aug. 4, 2025, the Minnesota Department of Health (MDH) published the Notice of Adoption for the Permanent Rules Relating to Health Risk Limits (HRLs) for Groundwater in the Minnesota State Register (Minnesota State Register Volume 50 Number 5.) The amendments to the Permanent Rules add or update HRLs for four groundwater contaminants detected in Minnesota:
The updated values are added to Minnesota Rules, part 4717.7860, and replace previous HRL values for these four contaminants in Minnesota Rules, parts 4717.7500 and 4717.7860. This update goes into effect five working days after publication. These rules fulfill a required rule update assigned to MDH in 2023 Session Law, which required MDH to “adopt an updated HRL value of no greater than 0.015 ppm for PFOS” by July 1, 2026 (Laws of Minnesota 2023, Chapter 60, Article 3, Section 34). Outdated HRL values for anthracene and dichlorodifluoromethane are repealedOutdated HRL values from 1993 for anthracene and from 2011 for dichlorodifluoromethane have been repealed and replaced with Risk Assessment Advice (RAA) values.
