What does rural mean to you?
There are many definitions of rural used by government entities to administer programs. One such definition is based on the degree of urbanization and driving distance to metropolitan area called the Rural-Urban Commuting Area (RUCA) system developed by the U.S. Department of Agriculture’s Economic Research Service (USDA-ERS).
Our office’s annual publication on the state of rural health includes more on this and other compelling data on rural Minnesota such as:

Critical Access Hospital board training webinars
Funded by the Minnesota Flex Program, Rural Health Innovations created a four-part webinar series for Minnesota's Critical Access Hospitals (CAHs) CEO's, Board of Directors, and governing boards to increase engagement and leadership on population health topics. The four 2024 Minnesota Critical Access Hospital Board and Leadership Training Webinars on Engagement, Leadership, and Population Health Training are:
- Webinar 1: Overview of population health for CAH leaders and rural communities
- Webinar 2: How to approach health equity and implicit bias in CAHs
- Webinar 3: Quality and data in population health

Grants and other funding
New: Mental Health Cultural Community Continuing Education (MHCCCEI) Grants for Individuals
MDH is soliciting Mental Health Cultural Community Continuing Education (MHCCCEI) Grants Proposals for Individuals from mental health professionals from communities of color or underrepresented communities to become qualified to serve as supervisors for mental health practitioners pursuing licensure. This grant program, authorized by Sec. 144.1511 MN Statutes, was established for the purpose of assisting mental health professionals to pursue a course of study, through post-secondary training or continuing education, that is expected to lead to recognition as a board-approved supervisor. Awards will be made to 20 individuals, in the amount of $7,500 each. The awards will cover tuition and education costs, travel, childcare, time away from practice, and any other costs a professional might incur as they complete the required coursework. Applications will be accepted on a rolling basis and must be received by ORHPC no later than 11:59 pm Central Time on Tuesday, April 1, 2025. OPEN: Minnesota Rural Hospital Flexibility Program Billing and Coding Training
The Minnesota Rural Hospital Flexibility Program Billing and Coding Training grant seeks to provide training to critical access hospitals (CAHs) and rural health clinics (RHCs) to improve critical access hospital and rural health clinic billing and coding practices. Federal funding for this grant opportunity limits the recipients of training and education created from this funding opportunity to critical access hospitals, critical access hospital staff, and provider-based rural health clinics. The CAH may utilize or build partnerships with community organizations through their participation in funded projects. Grant applications are due by 4:30 pm on Friday, July 19. Nursing Workforce Programs
The purpose of the Nurse Educations, Practice, Quality, and Retention (NEPQR) - Workforce Expansion Program (WEP) is to increase the nursing workforce in rural (non-metro) and underserved areas to address the critical shortage of nurses, specifically in acute and long-term care settings. Notice of Funding Opportunity for New Access Points
The federal Health Resources & Services Administration (HRSA) has announced that applications to establish New Access Points (NAPs) are now being accepted to expand access to affordable, high-quality primary health care, including mental health and substance use disorder services, for underserved communities and populations. HRSA-funded health centers operate more than 15,000 service sites nationwide. If Congress appropriates additional funding in FY 2025, these NAPs will expand the number of health centers in the HRSA Health Center Program and help HRSA-funded health centers open new locations. NAP applicants may be currently funded health centers, look-alikes, or new organizations (those not yet part of the Health Center Program). Applications are due online at Grants.gov by Thursday, August 15.

Rural Health Fellows application
The National Rural Health Association's (NRHA) Rural Health Fellows Leadership Program is a yearlong, intensive training program that develops leaders who can articulate a clear and compelling vision for rural America. Each year, NRHA selects 10 to 15 highly motivated individuals who have proven their dedication to improving the health of rural Americans through their educational or professional experience. Applications for the 2025 Rural Health Fellows Program are due by 10:59 pm CT on Thursday, September 12.

The Economic Research Service (ERS) at the U.S. Department of Agriculture provides the latest on population, income, poverty, food security, education, and more in State Fact Sheets. County-level poverty rates, population change, educational attainment, and unemployment rates/median household income have been updated in County-Level Data Sets

Faribault Nurse Practitioner Emily Carroll receives Distinguished Humanitarian Award
Nurse practitioner Emily Carroll, DNP ‘20, APRN, CNP, has been serving patients seeking care for opioid addiction for the last four years at the Medication for Opioid Use Disorder (MOUD) clinic within HealthFinders Collaborative in Faribault. Her leadership in establishing the MOUD clinic and her commitment to serving those seeking treatment earned her the Distinguished Humanitarian Award from the University of Minnesota's Nursing Alumni Society in 2023.
Two MN hospitals receive Patient Satisfaction designations
The National Rural Health Association (NRHA) recently gave out this year's Best Practice Recipients - Patient Satisfaction designations to 20 rural facilities across the country. Congratulations to the Minnesota facilities that were listed in that group:
