In accordance with 49 CFR 18.40 (Common Rule) the National Highway Safety Traffic Administration (NHTSA) and, the Indian Highway Safety Program (IHSP) is responsible for monitoring grants and sub grants. The monitoring process is to assure that Federal requirements and performance targets are being achieved. The monitoring process also assists the highway safety projects to identify actions needed to be taken to improve their highway safety program and to become in compliance with the IHSP Law Enforcement Agreements.

American Indian and Alaska Native culture and traditions have been severely disrupted by colonialism, loss of land, and policies, such as assimilation, relocation, and tribal termination, resulting in historical trauma that contributes to risk factors for negative health outcomes. Risk factors that contribute to higher motor vehicle crash death rates include low restraint use (seat belt, car seat, and booster seat use) and high rates of impaired driving.
Proven strategies to reduce motor vehicle crashes, injuries, and deaths are well established. Strategies to prevent crashes include graduated drivers licensing laws, blood alcohol concentration (BAC) laws, sobriety checkpoints, and ignition interlocks for those convicted of driving while intoxicated. Increasing car seat and booster seat use through child passenger restraint laws that require car seat and booster seat use for all children until at least age 9 years, increasing seat belt use through primary enforcement seat belt laws that cover all seating positions, and high visibility enforcement are proven ways to prevent crash-related injuries and deaths. These strategies can be successfully tailored to tribal communities.
The Indian Highway Safety Law Enforcement Protection Grant program funds programs intended to reduce injuries and death attributed to impaired driving on Tribal lands. These funds are intended to supplement an existing traffic safety program on Tribal lands.
The Tribal Toolkit is available to assist tribes in the promotion of recommended strategies that consider the unique culture of American Indians and Alaska Natives. The toolkit includes fact sheets and posters to increase seat belt use, increase child safety seat use, and to reduce alcohol-impaired driving.

This legal limit on most of the highways in India will allow you to have enough reaction time in case of any emergency swerve, alongside will also permit you for smooth overtaking.
