We moved the summer of 2005. There already was an interior perimeter
drain installed in our basement and we were told by the house
inspector that it should be dry as a bone. Come that fall of 2005 we
began to see some seepage into our basement and by fall of last year
(2007) we had small rivers running down our basement walls (going into
our floor drain). Since we actaull wanted to use our basement as
living space we had to spend almost $5000 to install more interior
drainage in our basement since then. (And when it rains there is a
small river that flows down our street flooding our parking strip
areas.)

Does anyone know how we can submit a claim to the city?
