40k and AoS Rules Updates

We made a few updates to the rules on the site. Reinforcing the ITC restrictions and army construction rules for 40k. Updated the AoS rules with scenarios and for using the GW provided organized play rules. See the site for the specific changes in the 40k and AoS pages.
