I think you can savely use it with only 14 levels.

There is no p-value for LOO comparisons and no "significance" either. If desparately want to have some threshold, you could use 2*SEs as a rule of thumb. So whenver a difference is 2*SE (of the difference) away from zero it is something substantial, but please don't overstate this rule.
