I don't know about getting it at Home Depot. I bought it from Amazon (here). It was $16 for 33' x 1" wide. Think of it like Silly Putty. McMaster-Carr also has it in, I believe, different thicknesses.
As to dirt collection being an issue, I don’t have enough experience. The good news is that if the area around the fastening screw has a recess (concave), then the tape can be used just at the screws and not under the entire toe rail. For example, I used it under my dodger snap screws into fiberglass and it doesn’t show.
Finally, aren’t our boats hull to deck joints lined with butyl tape? I don’t know about everyone else, but the stuff used there is still pliable on Willow after only 42 years.
