Name for a downy leafed shrub?

Could this be Pride of India (Crepe Myrtle)?
If so, there would be or has been recently a larger plant within a few metres - the growth comes from the roots when the soil is disturbed.

These flowering trees are beautifully colored and are often planted both privately and commercially as ornamentals.
