unable to overcome SchemaDisagreementException when attempting to create a keyspace

i have gone through the drill of calling cassandra-cli describe cluster and stopping unsynchronized instances, removing the
migration and schema files and starting back up. even after stopping and clearing all unsynchronized instances, leaving
just the pair of synchronized instances and starting up one of the unsynced instances does not entice this instance to
have the same version number as the rest(as displayed by describe cluster).
any hints?
